If you have a large property and/or your neighbors are okay with it, it can be a good community social event. Most fireworks burn out before they hit the ground. If a stray does make it to the ground, it should be checked immediately. Usually those that get hurt have not obeyed basic safe handling rules such as not anchoring launch sites or holding things in their hand that they shouldn't. As with any other activity in life, safe distances must be maintained. Just as you have TIPS training for dispensing alcoholic beverages, and boating safety courses, a safe handling and usage course could be offered for clients. Most of the illegal fireworks heard nearby do not result in damage to people or property.

NJ law is too strick regarding fireworks. Most issues are related to injuries and property damage due to improper use. An endoresment should be made available to people over the age of twenty-five of whom generally use fireworks responsibly. The endorsement can have a small fee which can be used to fund municipalities police, EMT and fire departments. Of course that will require management of the funds.
